The BIS (Bureau of Industry and Security) Agent is actually devilc's construct, and probably should go into the FAQ. Essentially, BIS Agents are slaves who were raised by (really, bred by) Commerce and put to work as sort of a secret police force to investigate alleged slave abuse or violations of the system. They are generally roundly disliked by both masters and slaves, because they're enforcing both sides of the equation - the masters have to obey the law regarding slaves, and the slaves have to not run away or anything like that. Masters also dislike them because they're not bound by the same constraints as other slaves - being the enforcers, they don't have to obey anyone other than Commerce.

If you haven't read the original "A Kept Boy" stories, it would probably be helpful for you to know that Kane's master, Jeff, is an abolitionist who buys slaves into a sort of trust - which means, among other things, that they can't be re-sold, and of course runs counter to the Commerce way of doing things. Kane is fiercely loyal to and protective of Jeff; hence the inherent tension between him and Agent Homme, who might or might not turn a blind eye to Jeff's "indiscretions" and could at the very least make life very difficult for him.
